Joe Plunk is the Chief District Engineer for KYTC District 3. He is a Muhlenberg County native. He  graduated from the University of Kentucky with a B.S. in Civil Engineering. He worked in the Design Section in District 2 for nine years and was the Project Development Branch Manager in District 3 for eight years before accepting his current position in 2016.
