Project Prioritization

As part of Barren River Area Development Districts 5-year update to the Regional Comprehensive Economic Development Strategy (CEDS) and Multi-Hazard Multi-Jurisdiction Mitigation Plan (HMP), county-level Steering Committees met for an hour each month from January 2021 to April 2022 to create county-level strategic plans. This is a summary of the agenda for Meeting #13.

During their thirteenth month together in the planning process, Steering Committees reviewed all previous information and input collected from the second public hearing in order to prioritize the Goals and Objectives using a point-based system, thus creating a roadmap for the implementation process.

For prioritization, Steering Committee members where asked the following questions of each objective:

  1. Can this objective be completed in the 5-year timeframe? (<5yrs = 1pt; >5yrs=-1pt)
  2. Can this objective be started in the next 6, 12, or 18 months? (6 months =1pt; 12 months = 0pt; 18 months = -1pt)
  3. Is this objective effective at protecting lives and preventing injuries? (Highly Effective= 1pt; Effective = 0pt; Not Effective= -1pt)
  4. Is this objective significant at eliminating or reducing damage to structures and infrastructure? (Highly Significant= 1pt; Significant= 0pt; Not Significant= -1pt)
  5. Is this objective contributing toward a long-term solution for resiliency or is it more of a stop-gap measure? (Long term = 1pt; short term = -1pt)
  6. What is the level of local support for this objective? (High = 3pts; Neutral = 2pts; Low = 1pt)

From there, BRADD staff scored each answer according to the above points rubric and projects ranked as follows: 6=Very High Priority, 4-5=High Priority, 0-3=Medium Priority, -1 to -6=Low Priority.

As always, Each Steering Committee also made use of a custom Google Classroom set up for committee members to share information and review any meeting materials for meetings they could not attend.

BRADD staff then compiled the information gathered during this meeting and used it (paired with previous meeting information) to build the foundation for each County Strategic Plan in each of the succeeding monthly meetings.
