Morgantown Mayor Billy Phelps, Auburn Mayor Mike Hughes, and Edmonton City Clerk Dawn Devore will present a panel discussion highlighting successful recreation projects across the BRADD Region. Come learn best practices and get ideas for future projects in your community.

Mike Hughes

About me

Mike Hughes was elected mayor of Auburn in 2012. Mike and his wife Edna have two daughters and a granddaughter. They are proud residents of the City of Auburn Kentucky. Prior to election as Auburn mayor, Mike lived in multiple states. He worked on large power, industrial and commercial projects across the United States. In 1993, he took a position at Logan Aluminum, Inc. in Russellville, Kentucky and retired from there in 2015. Mike is a proud graduate of Western Kentucky University. Mike has had the honor of serving on several boards including: Barren River Area Development District Executive Board; Kentucky League of Cities Executive Board where he is the current President; Shaker Village at South Union, as well as many others.

About me

Billy Phelps, a dedicated public servant, proudly serving in his 3rd term as the Mayor of the City of Morgantown. A distinguished former US Marine, he honed his leadership skills through a rigorous military career before pursuing higher education at the College of Charleston. With a commitment to community safety, Phelps dedicated 25 years to law enforcement, culminating in his role as Chief of Police. His exemplary service and strong sense of duty continue to shape his tenure as the Mayor, fostering positive change in Morgantown.

Dawn Devore

About me

Dawn Devore has lived in Metcalfe County her whole life, and is the Deputy City Clerk, Treasurer, and City Administrator for the city of Edmonton. She graduated from Metcalfe County High School, and also attended Lindsey Wilson College. Prior to working for the City of Edmonton, she worked at Edmonton State Bank for over seven years, and at South Central Bank for three years. She then started working for the city in 2001, and was the Deputy City Clerk and Accounts Payable Clerk until 2016 when she was promoted to her current position.
